J Creek, can you please elaborate? Which service do you have, WildBlue or Exede? What do you mean when you say it "died"....can you access the page, and there's nothing there, or you can't access the page at all? Please explain, thank you!

It was working well prior to this last weekend and unlike others, seemed to be reporting
quite accurately.
I'll call Dish and see if they have someone who speaks English.... sigh

I am on Exede 5 through dish as well, I just looked at my usage through my dishmail.net account and it worked for me.
Just to comment on the last part of your message, I have called Dish networks customer service a lot, and have always spoken with a person who was obviously an American judging by their accent, or lack of one actually.

Also have my Exede through Dish and my usage meter is accessible appears to be working correctly.
Fyi-If you don't bundle (tv, exede, etc.) dish wont let you set up an account to view your usage...they do not notify you at 80%...and they don't throttle you back when you go over- they cut your service OFF until the next billing period. Dish cant answer any questions and is no help. Worse internet ever. Im tethering off of my cell right now. Reported to BBB.
Sounds like your issue is more with Dish than with Exede. However, playing Devil's Advocate here, usage caps haven't been enforced yet so how do you know that Dish will cut you off instead of throttling your speed? How do you know that they won't send you an email that you've gone over a certain percentage of your limit? Apparently Dish didn't tell you this since you said that they can't/won't answer any of your questions.
We already had TV service through Dish so we haven't had any problems with setting up our account to view our usage. Only issue we had was with the initial install and Dish was very helpful in getting that resolved.
All in all I'd say that your experience is the exception, not the rule, and that all companies involved in bringing Exede service to the customer are trying to hard to ensure all their customers are satisfied. Sometimes it just takes a little longer with some customers.
I should have reported back and didn't:
Had a nice visit with a young lady in support who didn't know why the meter died, but
had me set up a new user ID. I can log in and see the usage now, it tracks my local
estimates closely and everything is working fine. I go in under my original ID for email
and account settings. We'll see if it does anything to the billing cycle.
Each of my visits to customer support has been slightly better than the one before. One
would hope this is a continuing trend! She even offered half price movie packages! No
thanks. Seen them all....
Also worth mentioning that she was unaware of any caps going into effect in July as has
been reported around the forum. My usage has been below the limits thus far.

My usage for Exede 15GB resets on the 24th of every month. I checked today and it has already been reset to 15GB and is now set to reset again on the 28th, instead of the 24th???? I was at about 9 GB when it reset
