My question actually went back to the OP and his point of using a "cloud based" security program. Could this have been the cause for the original posters problem of going over FAP?
Here is the point where the original poster said that he has Trend Micro System Titanium that is a cloud based security. I ask again could this cause the FAP problems that he has experienced?

I have used the service as a pro customer to find out what exactly the issue is. My team and I have also investigated lawsuits against wildblue over the course of the past year.
After reading this thread, I just wanted to give a heads up that I will be doing an article with Al Jazeera English paralleling the article after our initial one is up on internet censorship in the United States and how it relates to the Protect IP bill - as well as packet dropping from ISP's. The article will focus on WildBlue (being one of the many companies engaging in packet dropping and internet censorship). The article should be up this coming week if anyone is interested in reading it. A simple google search for Presstorm and Al Jazeera English would assist you in finding the article.
A note to WildBlue: Many people in the US are getting tired of being victims to those who support Plutocracy and while you were once a small company that people supported as a ma and pa - you have now reached a pinnacle with accepting grants that the government cannot afford to give - that puts you in the bracket among those like Sony and Enron.
I would support your changing your "fair act policy" as there are several violations in it that have now been documented and matched with individual records obtained from witting customers past and present.
To follow the articles, we are engaging in a lawsuit that may very well find itself among those many class actions pending already across the spectrum of "technology."
As for Doug - your acting is terrible and whatever amount they are paying you to troll and lobby for Wildblue - if I were you, I'd up my skillset. It's extremely apparent and degenerate at best.
